In recent years, the interest in local governance that is a method of local management composed of various actors is increasing in the argument about local management. However, it is hard to say that the logic which constructs local governance and the actual conditions of the region seen through local governance is clarified enough. So, this paper examined the nature restoration project in Kushiro wetland. Since various actors, such as administration, researchers, NPO, and residents, have participated in this project, it can be understood that it is the example of practice of local governance. I tried to clarify the logic which constructs local governance and the actual conditions of the region through analysis of this case.<BR>Consequently, (1) the initiative of the central government, (2) existence of the residents who do not participate in local governance, and (3) the labor and the life of individuals which construct the relation between actors in local governance became clear as logic which constructs the local governance in this case. Moreover, (1) weakness of a local government, (2) residents' distrust of administration, (3) the necessity for reconsideration of preservation of Kushiro wetland were found out as a actual conditions of the region. It could be said that these findings show advance of the critical situation in a local revel, importance of the resources on the outside of the region for local governance, and existence of the powerful control by the national government to a local revel in the back of local governance of this case.
