抄録

    Many conflicts involving a municipal merger occurred in “Heisei municipal merger” started in the second half of the 1990s.  Involving the merger, the inside of the community divided into two or more groups, and solidarity of the community was sometimes broken.  However, in research of “Showa municipal merger”, it was shown clearly that the conflict involving a merger brought “democratization of a community.”  So, in this paper, I researched Fujimi village, Gunma prefecture, where local referendum movement for municipal merger was developed. I tried to clarify the actual condition of the conflict structure in “Heisei municipal merger” and the influence which the conflict brought to the community. <br>    As a result, the following many points became clear.  (1) The confrontation involving the municipal merger in Fujimi village was strengthened with “sanction” against the village which seceded from merger consultation, which the administration tie-up was canceled.  (2) Merger promotion group and opposite one consisted of various stratifications.  For example, cooperation between different stratifications and confrontation between the same stratifications were found.  The community power structure based on conservatism opposition existed in this background.  (3) The community power structure was changed by the conflict involving the merger.  The new residents who regard “the amenity of a life” as important, such as education and childcare, became this driving force.  Thus, in the conflict involving “Heisei municipal merger”, the movement by new residents led to “democratization of a community”.
