 Smoothness assurance and performance evaluation of a pavement has been a critical matter of road administrators with rising the demands of maintenance and rehabilitation of road assets. As a result, accuracy verification of a profile measurement has become a significant concern of profiler users. This study examines accuracy requirements of a low-speed profiler and its verification perspectives in terms of the roughness evaluation of a pavement in the construction control level. According to the results, the certificated profile needs the profile agreement based on the cross-correlation function to at least 0.9 for the overall wavelength and 0.8 for the wavelength range of 1.6-25 m, the IRI (International Roughness Index) error no greater than 5%, and the gain error no greater than 10% for the wavelength range of 1.6-50 m against a Class 1 reference profiler. Finally, as a recommendation assuming the same accuracy between the portability and repeatability, a low-speed profiler should has a profile agreement to at least 0.95 (overall) and 0.9 (wavelength range 1.6-25 m), an IRI error no greater than 2.5%, and a gain error no more than 5% (wavelength range 1.6-50 m) for satisfying each criterion, respectively.
