Abstract
Road traffic law of compulsory rear seat belt legislation was enacted on July 2008 in Japan, and rear seat passenger must fasten seatbelt. And on October, enfocement of rear seat belt legislation on motorway have started, so rear seat passenger which is not restraint on motorway were enforced the penal regulations. According to observation survey which was carried out on public road by Japan Automobile Federation and National Police Agency (NPA), after compulsory rear seat belt legislation was enacted rear seat belt use rate had increased not only on motorway but also on street dramatically. The purpose of this research is to measure the effect of compulsory rear seat belt legislation to alleviate rear seat passenger's injury, using traffic accident database gatherred by NPA. As a result, fatal or serious injury rate of rear seat passenger because rear seat belt use rate had increased. So fatal or serious injury rear sear passengers had decreased. It supposed that fatal or severe injury rear seat passengers will decrease, if rear seat belt use rate increases more.
