This analysis examined methods for site planning for the Tokyo Motor Show (TMS). After considering a variety of items related to the TMS Site Plan, it was decided that a basic plan of "Moderate Controls" was needed. The "Moderate Controls" fall into the following categories. (1) Framework (site, sessions, entrance fee, etc.) (2) Direction (basic scheme, exhibit placement, etc.) (3) Smooth Visitor Movement (line of flow, aisle carpeting, etc.) (4) Pro-active Exhibits (unification of exhibits, establishment of rules, etc.) Policy and conceptualizaton play a key role in consistency, and provide a link between sponsors and exhibitors to enable a spirited and attractive exhibition. Generally speaking, Deregulation leads to the activation of the economy and business, but it was discovered that the presence of "Softcontrols" in TMS Site Planning was essential to the forward movement of TMS.
