Description
In Chiba City, various temporary elements are seen in commercial pedestrian spaces during the day time. While abandoned bicycles are regarded negatively as obstructive, by both pedestrians and shop owners, the merchandise and ads that spill over into the pedestrian spaces are valued in a relatively positive manner. While shop owners admit that the merchandise and ads are a hindrance, they choose not to put them away. Half of the pedestrians found them obstructive, while the other half viewed them positively. Considering that some pedestrians reacted negatively to the shop's canopy-supporting structure on the street, it is safe to say that people react either positively or negatively to the temporary elements in pedestrian spaces in commercial districts, depending on their kind and layout. It is necessary to reexamine the current road traffic laws that uniformly regulate temporary elements on sidewalks.
