This paper describes the outline of the concrete construction for Hafadai Beach Hotel Extention Project in Saipan. Saipan is a small island in the Pacific Ocean, and almost all of the construction materials and equipment are imported from Japan and other countries. As for the construction labors, people are from the Philippines, and it is very important but difficult to control the number of labors available. In order to proceed with the time table of this project with such conditions, a systematized construction method was applied. In this project almost all the concrete forms and reinforcements were prefabricated on site. For slab construction specially designed precast concrete panels which were also fabricated on site were used. Organized teams with fixed members worked every day without any idle time, and repeated 18 times of the work cycle. Consequently labor productivity was improved remarkably.
