In November, 1999, twelve leading publishers in the U. S. and Europe agreed to build a system where users of electronic journals would be able to navigate articles in participating journals by clicking references. Based on the agreement, a system named CrossRef was developed. As of June, 2000, 36 publishers including major academic societies such as the American Chemical Society have joined CrossRef. Already 2,700 journals from 10 publishers are thus linkable. CrossRef uses DOI (Digital Object Identifier) for article URLs. Its mechanism, fees, impact on traditional information industry and issues are discussed.
