Abstract

WWW should be open to all people as convenient way of expression.But web pages can become a weapon with which man injure cuttingly other persons' right. The Internet provider should not provide an unidentified person with his web server. If his customer violates other persons' right, the Internet provider ought to discover the identification of his customer to the victims. If his customer is very likely to repeat the violation, then he should cancel the contract with his customer in order to protect the victims.
