Most marine accidents related to vessels are caused by human errors, such as mis-perception, mis-judgment and mis-operation in functional systems, which are contributing to safety navigation onboard vessels. In recent years, collisions involving fishing vessels and cargo vessels have broken out in the sea off Japan, and have been reported widely and sensationally in news media, and has been lead to a serious social problem.<br>The risk assessment for the collisions between fishing vessels and cargo vessels is carried out in accordance with the guidelines for FSA (Formal Safety Assessment) approved by IMO due to their high occurance frequency and enormous damages. The records of adjudiction of marine accident inquiry are analyzed and Risk Control Options (RCOs) are proposed based on the assessment results. The hearing investigations are carried out in order to figure out the actual conditions of fishery, the fishermen's opinions on the safety at sea, the proposed RCOs and the willingness to pay (WTP) for the installation of the scaled-down (class B) AIS. This paper shows the results of the hearing ivestigation.
