Influential factors in the stimulation of small group activities in various workshops are discussed. As the behavioral style of a QC circle leader, the authors propose a multidimensional leadership behavior. Morse and Wagner proposed an instrument to measure and evaluate the behavior and activities of on-the-job managers. Adopting the ideas put forward by them, the leadership behavior of QC circle leader was measured. Questionnaires were distributed to six manufacturing companies and produced 166 worthwhile responses. The effects of the 10 dimensional leadership behavior on small group activities are analyzed with regard to group cohesiveness, group norm, cohesiveness×norm, autonomy, relations with office organization, and group performance. The mediation variables are composed of nine indices of circumstantial characteristics and leaders' work centrality.
