Abstract

<p>Based on organization theories, this paper discusses the mechanism of “successful resource acquisition-induced-resource allocation failure” in the policy-making process of Japan. In general, governments prefer priority-driven budgeting, but in Japan, such efforts often end in failure. This is because purposeless projects tend to get budgets by taking advantage of political trends. Mass media sometimes criticizes these kinds of resource acquisitions, calling their budget with a word “binjo (piggyback)” by pointing out actions to protect their own interests.<BR>From the symbolic management perspectives, this paper explores reasons for those failures. Previous researches on resource allocations have clarified failure factors of bottom-up resource allocation, but they have not focused on strategic actions of members in organizations for their resource acquisitions. Using a case of “Biomass Nippon Strategy,” this paper clarifies the reasons for the failures. The result indicates that ambiguous objectives or aims in specific domains attract organizations, which would lose their resources because of the change of allocation policies.</p>
