Abstract
<p>Variance is a process to change zoning, commonly seen in the United States. Land Owner may request variance when they wish to use their lands in a way often prohibited by current ordinance. As it is an administrative exception, a “waiver”, to land use restriction under ordinance, precedence shows that the careful consideration is required in granting. This study aims to provide an accurate understanding of the framework of variance and the related standards, which leads to determine the actual effect and issues it faces.</p>
