This report is introduction of method getting hold of problem in the Urban Renewal Development Plan concerned with down-town revitalization. A lot of cities need the urban renewal would like to take this plan's grant for urban renewal problem solution. But method of getting hold of this problem has not been established in a lot of cities to be need the urban renewal. So the Ministry of Land & Transportation chubu-department had set up for the manual of making urban renewal development plan. We suggested the Promotion Research Method for part of this manual. This plan made by the Promotion Research Method was evaluated by population through the case study of Ise-city yamada-district and shizuoka-city shimizu-district.
