With a linear assumption, radiation and diffraction problems are studied for a submerged elliptic cylinder moving with forward velocity. In the formulation, the contributions of steady perturbation potential to the unsteady problem are taken into account. An integral equation for the unsteady potential on the body surface is directly solved and then the added-mass and damping coefficients, wave exciting forces, and added resistance are computed. It is found that the effects of steady perturbation potential on unsteady hydrodynamic forces are of considerable magnitude. Unlike the case of a circular cylinder, four waves of different wavenumbers are generated even in wave diffraction and thus there exist some qualitative differences in the added resistance in head and following waves. Numerical calculations confirm that the principle of energy conservation relating to the damping coefficients and the forward-speed version of the Haskind-Newman relation for the exciting forces are satisfied with good accuracy.
