It has been observed that the conflict between the park manager and the Homeless people using park as their living space particularly in the inner city parks. We supposed this conflict would be a essential factor of the inner city park management and did survey and research on both the new park management policy and Homeless people's activityand perception to that policy in Tennouji-Park, Osaka city. We conclude with that the park management policy hiredby Osaka city bureau would be successful as far as Homeless people removal, but also there need to be more discussionthat related inner city parks' function to the Homeless issue in a whole city and social context.
