Toshitsuna-TACHIBANA was the suri-no-kami (director of Ministry of Construction) in 11th century. In the conversation with Emperor Shirakawa, he recommended 3 gardens except Toba-dono which was constructed by the Emperor. The criterions of his sellection were both “geographical locations” of those gardens and “views” from gardens. The purpose of this study is to clarify the features of these criterions in result of the comparative study of those gardens.<BR>Toshitsuna-TACHIBANA was the suri-no-kami (director of Ministry of Construction) in 11th century. The purpose of this study is to clarify the features of these criterions in result of the comparative study of those gardens.<BR>1. The view which was one of the criterions meaned the wide prospect of the extensive natural water surface and the rear mountains.<BR>2. The location meaned the geographical features in which the gardens were constructed. They were able to get the wide prospect of natural water surface and mountains from there.<BR>3. Ishida-dono, Fushimi-tei which were the first and third ranking in his sellection, and Byoudou-in which was estimated as second choise for the second ranking according to “Imakagami” satisfy the criterions above mentioned.<BR>4. The prospect from Kaya-no-in which was the first choise for the second ranking in “Imakagami”, and prospect from Toba-dono which was not accepted were both rather inferior to 3 gardens.<BR>5. Toba-dono located at the most important place as the villa residence in respect of political and economical activities of all.<BR>6. The recommendation by Toshitsuna-TACHIBANA was on the basis of the objective differences in the prospects and locations of those gardens. But they were quite slight differences. Therefore, his recommendation included some overstatements.
