By decentralization , the necessity that local government services conform to a citizen's various needs increases, and the work load per personnel is increasing due to it. In this research, the business processing model which can quantify accumulated tiredness, working time in each personnel's business processing is built using the technique of System Dynamics for the department of an actual local government. And we did the simulation of the model and analyzed the influence which "a difference in the organization of business processing" has on "the personnel's motivation", "tiredness", and "the business processing of the whole department.
