本報告においては、原子力施設における内部脅威排除のための従業員信頼性確認制度に関して、米国等における諸外国の制度運用例を紹介しつつ、国際水準レベルの従業員信頼性確認制度を我が国で導入した場合に、どのような制度上・技術上の課題があるか、について分析・解明し、我が国にとって望ましい制度構築・導入の仕方を提案する。
