At the end of Kotoku era, Prince Nakano-Oe requested to shift the capital to other place. On seeing that his request had not been compiled with, he left for "Asuka" taking Kogyoku (Former Emperor), his mother, Hashihito (Empress), his yonger sister and others with him. Kotoku, being left behind them, presented his empress with "waka": "Kanekitsuke aga kau koma wa hikidasezu, aga kau koma o hito mitsuramuka," and reproved her. The meaning of this is significant. We have no other way of construing but it means someone take his (Kotoku's) wife away. Judging from her later conduct, I think she became the wife of Nakano-Oe, her own brother. If so, we can conctrue without any difficulty that "waka" made at Kisyu on the 4th year of Saimei era and the pledging speech made in the fase of the Emperor on the 7th year of Saimei era. Then, taking into consideration there was a rule at the accession to the throne one had to fix his empress, we can consider the fact that Nakano-Oe did not ascend the throne for two times as a result of his hisitating to make a wife of his own sister. That is also proved by the fact that it was not until after his empress' death that he ascended the throne.
