Abstract

This article explores the contemporary Japanese situation regarding juvenile delinquency, focusing on the relationship between children and adults. In contemporary Japan, children and youth are forced to mature at an early age. It is associated with the normalization of communication skills, the emphasis on individuality, the self-choice in the school education, and the spread of poverty. Meanwhile, adults are abandoning their responsibility to protect and educate children, because of the lack of their own maturity. Consequently, in the discourse about juvenile delinquency, the novelty of the behaviors and the toughness of the delinquents are emphasized, but the discourse ignores the fact that most of the delinquent behaviors are "traditional", and most delinquents are "weak." For the purpose of their rehabilitation, the necessity of social welfare including support for employment is emphasized, but this is just a basis necessity. The critical need is for education, which gives children the strength to recover by themselves.
