In this paper, I intend to consider the role and position of rural women in rural society by analysis of the changing of idea of rural women and policy for them. In spite of the ideal rural women before last 19th century was "Victorian Women", the rural women could not realize it in real rural life. In this period, rural policy did not target rural women. From last 19th to early 20th century, as an result of technical changes of farming and stability of farm management, the life of rural women can approach to the ideal rural women. And in rural policy, rural women was targeted in farm extension activity, and also they were targeted to political activity. But this tagetization was the pursuit of ideal of rural women. In the period of inter-world war, rural people suffered from depression , and rural women had to undertake the responsibility of farm management and rural community, not the bearer of the ideal rural women. The rural women, also, was targeted in rural and farm policy as a important part of rural community and farm management. In this situation, however, public reliance of rural women as a result of "public movement of rural women" had to wait for social change after W.W.II.
