Japanese companies have been slow to respond mental health problems of their employees. One of the reasons is their corporate culture that hinders providing mental health care to them. In Japan, it is commonly believed that companies are not obligated to respond employees' personal problems, such as depression, in order to maintain fairness. Moreover, pay for performance system has been widely accepted among Japanese companies. Its concept aligns with traditional value as it evaluates results of employees' performance fairly. However, the system in Japan often lacks processes to provide objective performance review and is influenced by evaluator's subjectivity. The evaluation is frequently carried out by not only individual capability and results but companies' own agenda or the balance between departments. Therefore, it needs individual communications based on ethic of care for understanding. Companies should change their path to develop framework that managers can respond to need of people and can make consideration based on ethic of care.
