It is clear that the quality management has contributed to the growth of many enterprises in the latter half of 20th centuries, as the local tool (i.e., the quality control, abbr. QC) and/or as the company-wide management paradigm (i.e., the total quality control or management, abbr. TQC/TQM). In fact, this method realized the dramatic improvement of the productivity mainly in the manufacturing industries and in the heavy and chemical industries. As the result of it, the improvement in standard of living has been actualized. Since the beginning of 21^<st> century, as the requirement of post-mass production, the many companies are subjected to answer the individual requirement of customer. That is the requirement to introduction of the project management (abbr. PM). This is an opportunity of new business, but on the other hand, it is a great worry to the earnest promoter of quality management. In this paper, to support the introduction of PM to companies, the homogeneousness of approach between the TQC/TQM and the PM is discussed. On the first-half of discussion, to clear up the subject in this paper, the result of questionnaires is provided. This result shows the conservative tendency to the PM introduction of the promoter of TQC/TQM, and it leads the discussion into the importance of TQC/TQM approaches in PM. On the second-half of discussion, to know the level of homogeneity between TQC/TQM and PM, each characteristic of them are compared. According to this consideration, a few important differences against almost equivalency between them afe presented. In this paper, especially the idea for quality concept is focused on and is arranged, to support the introduction of project management to the TQC/TQM-based companies.
