Abstract
<p>Japan has been concentrating on taking actions on criminal sanctions to prevent the occurrence of compliance problems in foods industry. In most of the cases, sanctions and punishments were to be put on senior managers or top managers. However, these criminals could not be implemented only by them. These affairs were only possible to be carried out through various corporations inside the organization, especially boss-subordinates relationship is one of the prominent features in such kind of affairs. This paper describes i). factors inducing compliance problems in foods industry, ii). Mechanisms leading to affairs results obtained by questionnaire survey implemented to workers in foods industry. Based on these results and discussion on organizational structure and workers interviews, we propose i). how to prevent such affairs effectively, ii). how to change the organizational culture.</p>
