This paper describes a method for estimating the surface temperature of pavement concrete blocks by a weighting function method based on an analysis formula for the heat transfer of a semi-infinite body. Further, the heat parameters required for the formula are identified. 1) A pavement body, which in practice has a multilayer structure, was taken as the simple semi-infinite body. Despite this simplification, root-mean-square error (RMSE) of the estimated surface temperature was less than 0.9 K. We confirmed that the thermal properties of the pavement body near the surface are more important than those in the part away from the surface. 2) We attempted to estimate global solar radiation using an inverse estimation in the applications of the estimation method described above. The RMSE of the estimated solar radiation was about 40 W/m^2. This estimated solar radiation provides a better match to the measurements at the site than to those at the nearby AMeDAS observatory.
