<p>Enhancements in the congestion mitigation policies is the utmost necessity in the transportation re-search. We need a method to evaluate traffic policy which considers trip chain of decision makers in time-space network instead of conventional methods that treat traffic demand as a fixed value in Origin-Destination trip. In this study, we construct the dynamic optimization model to examine scheduling problem directly by using Generalized Recursive Logit model in spatio-temporal framework. Moreover, we introduce some traffic policy scenarios in several conditions by using parameters that estimated from Probe Person data. In addition, Data Environment Analysis method is presented to evaluate the effect of congestion mitigation of local place changing by policies. In our experiment, we verify that the model reproduces scheduling behaviors in real urban space and evaluate optimal policies that can be combined under some conditions when construction of new network or Transportation Demand Management is carried out.</p>
