Abstract

<p>Recently, the perceived inability of the government to make effective policies, especially environmental policies, has sparked debates concerning “government failure.” While actors from various backgrounds have been involved in attempts to develop new, alternative policies, only a few of those attempts appear to have been successful.</p><p>In this article, I will investigate the process of constructing policies meant to address environmental problems, approaching this matter from a governance viewpoint. I suggest that what has up until now been thought of as the “government failure”, can instead be thought of as a “governance failure” resulting from the nature of the relations between the different actors involved. I demonstrate by means of a case study that the local government and the inhabitants of the area have, at the different phases of policy-making, different agendas from each other with regard to the problems to be dealt with something which only comes to light when looking at these process of policy-making from a governance viewpoint.</p><p>Taking this case study as an example, I suggest that it is the strong intention of those involved to solve environmental problems, that gives them the wisdom to rise above the differences in their agendas and that this will result in new ideas and concrete actions, eventually leading to “good governance.”</p>
