Abstract

Only a small number of group homes that are suitable for persons with severe motor and intellectual disabilities (SMID) are available in japan. This is an inquiry study about Tokyo metropolitan area in which some issues are discussed. Among 407 corporations operating group homes for SMID, 357 responded to the inquiry, and 94 people reside in those group homes. Further research found that group homes with more complicated cases of SMID had tendency to have high possession rate of their facilities, better equipped with barrier free access, more subsidies and additional fees for services. Even that, group homes remain struggling for their low funding. Government subsidies and fees need to be reviewed for better compensation for their services. The clinics that support and backup such group homes' medical needs receives no incentives. In order for group homes to accept residents with SMID allocation of necessary personnel and placement of professionals are needed, and therefore, increasing funding from local governments and fees for the care are inevitable. This study revealed that the number of group homes for persons with SMID was not enough despite its increasing needs in the society. It is considered that the Services and Supports for Persons with Disabilities Act was updated its name and some contents in 2015, yet the system of the group home institution is not satisfactory to provide safe housing to persons with SMID.
