Description
<p>Over the last few years, as the adaptation issue has gained a rising priority level in intergovernmental climate change negotiations, NGOs working on development and poverty issues have come to participate in CAN, a transnational advocacy network (TAN). The participation of development NGOs is inducing some changes in CAN, of which the most significant is a way of framing the climate change issue that is different from the way environmental NGOs have framed it until now. The task before NGOs now is, instead of perceiving a framing conflict, to renew the awareness that networks function as venues for political, cultural, and normative negotiations, and to create a unified voice that will reinforce CAN’s political influence.</p>
