Abstract

<p>When “integrated community care system” is discussed, the significant costs and burdens born by the people receiving care and their families are often overlooked or rendered invisible. Integrated community care system is a social arrangement the positive or negative nature of which can only be evaluated on the condition that whatever social costs and burdens any of us incur in living at home and in the community are secured, or, in other words, on the basis of a platform of institutions and values through which social burdens and costs are adequately covered. What is required is not a discussion of “integrated community care system” as an isolated entity, but rather the “social questions” of nature of the structure of society regarding its underlying conditions and the social arena that makes it possible.</p>
