Abstract

This study applies scenario planning methods to local issues related to water and energy nexus and analyzes results of researchers' interdisciplinary and transdisciplinary approaches. Common and different views of researchers and stakeholders regarding scientific uncertainty and local importance were focused.

Specifically, after the researchers understood outcomes of the stakeholder analysis and the stakeholder meetings, a questionnaire survey on 73 chains of causal relationships using the Delphi method was conducted. During two years after three future scenarios were constructed in 2018, the changes included in the scenario partially progressed. In consideration of these changes, in 2019, stakeholders and experts jointly held a scenario workshop, confirmed the text of future scenarios with participants, and clarified the items to be revised in the scenario draft.

As a result of the transdisciplinary approach, about stories regarding the attraction of Beppu Onsen, which was divided by researchers, by listening to the charm felt by stakeholders who use Beppu Onsen, a future scenario that could not be achieved by researchers alone, can be confirmed. In addition, a two-way learning process has progressed as the researchers understand diverse opinions of the stakeholders and discuss future scenarios based on the researchers' Delphi survey results with the stakeholders.
