<p>This study examines the case of Hamamatsu City to explain the farming by firms using abandoned cultivated lands after the introduction of budgetary measures for its revitalization and utilization in FY2009. The results of the study highlight that the budgetary measures helped increase the number of firms using abandoned cultivated lands in the first half of the decade from 2010. In the latter half of the same decade, the use of abandoned cultivated lands decreased.</p>
