世界的に，地域が縮小し，集合住宅地（団地）が縮小するに動向がある中で，いくつかの試みがなされてきている．拡大型開発ではなく，持続可能都市型開発として着目される新たな手法ないし方式として，ＰＰＰによる手法とPDAの手法を，米国において，サン・バーナーディーノ市（カリフォルニア州）でのPPP 再開発と，タコマ市（ワシントン州）でのPDA開発をベンチマークとして見た． その結果，１０００ 軒を超える集合住宅地で実際の再開発で明確な成果を出している事例があること（タコマ市におけるPDAによるサリシェンプロジェクト），かつその結果ドラスティックな犯罪率の低下が警察により確認されていることがさしあたり見られた．そして，とりわけPDAの場合の結果は，ビジネス界の財力・マンパワーを公共施設運営等に誘導しようとして生まれたPPP とは対照的に，地区再開発プロジェクトの基幹的フォーメーションに地域住民を入れることを保証することを有効な条件として生じていることを得た． In many countries such as US, Europe and Japan many cities are suffering shrinkage, and residential complexes have shrieked. Some trials have been tried such as paradigm shift from traditional development to sustainable city development. Among these new-paradigm developments we focused on Public Private Partnership(PPP ) and Public Development Authority(PDA) in US. (PPP in San Bernadino (CA) and PDA in Tacoma (WA)). Through our examination we recognized that there are some successful cases, especially PDA cases that treat more than 1000 units (and plus, low-income area), and of which police department recognized the dramatic decreasing of crime rate. Finally we had the findings: compared to the PPP s that have the original motivation for recruiting businesses for investment, skills, manpower to public projects, PDAs tend to have some devices or guarantee that keep “residents” on core formation of the redevelopment projects (such as board members).
