There is international consensus over preprimary education’s role in effectively developing individuals and societies. Using the United Nations’ Sustainable Development Goals as a guide, each government has been formulating the expansion of its preprimary education. However, preprimary enrollment rates are persistently low in most sub-Saharan African countries, and large disparities exist among countries. Although many previous studies have discussed the strong relationship between economic development and education expansion, many sub-Saharan countries do not apply to this case regarding their preprimary education. Using Botswana and Malawi as examples of countries where preprimary enrollment ratios do not relate to the level of economic development, this article discusses factors affecting the expansion of preprimary education in sub- Saharan African countries.  As a conclusion, this article suggests the possibility that public policy, especially the involvement and support of development partners, is more influential on the expansion of preprimary education, compared to the level of economic development, population, or sociocultural factors, including gender development.
