Abstract

Since the mid-1990s, Japan has been consistently following the British model in its pursuit of political leadership. The codification of roles, expertise and job descriptions in the Civil Service has also been admired as a model to follow. In reality, however, the House of Commons Select Committee Reports indicate that the relationship between ministers and officials has been very tense and that officials lack required expertise. The gap between ʻwritten idealʼ and reality comes from the actual power balance and lack of incentives.
