Purpose of this study is to clarify a factor to promote their intervention. when a looker-on saw “bullying”. We carried out a questionnaires about the bullying to both high school student and university students. The main results are as follows. Bystanders have a tendency to help the low victim (high academic achievement, human relations good) than the high victim of social desirability (low academic achievement, human relations bad). This trend is more pronounced in a group situation than individual situation. We discussed the ease of bystander intervention in bullying, from the point of view of the difference of the height of the interpersonal skills and social capabilities, and the degree of autonomy of the victim.
