Research Notes

This article focuses on Sweden as a representative of the “family-oriented” model in the international array of child protection services. The study examined the multi-layered features and principles of continuity embodied in a wide range of in-home supports (i.e., open care) provided by Swedish municipalities. This was accomplished through an investigation of the Municipality A website, which provides comprehensive information regarding the welfare of children and families in the child protection context. The results reveal varied and abundant preventative social supports, including some forms unseen in Japan. In addition, it is demonstrated that Sweden’s child protection system is underlain by a unique perspective whereby 1) a child is clearly perceived as a family member (both as a subject of protection and a person related to someone with problematic issues) and 2) preventative social supports for children, women, and adults in general markedly overlap. Taking the concepts of continuity and multi-layered supports into consideration, it is signifi cant that those features are embedded into a wide range of offered supports that are provided through public-private collaboration and promote continuity in a human being’s life from childhood to adulthood.
