抄録

岩手県上閉伊郡大槌町は，東日本大震災で最大の被害を出した市町村のひとつだ。津波は役場や消防署などの主要な公共施設を破壊し，町長を含む役場の幹部職員の命を奪った。その結果，大槌町では被災の3 月11 日から3 週間，町のあらゆる機能がストップした。そうした欠落した制度と機能の穴埋めをおこなったのは，自衛隊や緊急災害NPO の活動であり，なにより避難所で組織された住民による結合と共同活動であった。　大槌町には，海辺の諸集落と，町方，山側の諸集落という3 つのタイプの地区が存在する。それぞれの地区に設置された避難所の運営形態を見ていくと，自主自律的な運営がなされた避難所，混乱して協調を達成できなかった避難所，外部組織によって被災者が組織化された避難所という具合に，地区ごとに避難所の運営形態が大きく異なることが理解された。　本論では，避難所での長期にわたる調査から理解されたこれらの相違点を記述する。そこから，今後の災害への備えや避難所の運営にとって有効な地域のあり方はいかなるものか，また，支援する側とされる側の非対称性や被災者の主体性をどうとらえるべきかを考察する。

Otsuchi-cho in Iwate Prefecture is one of the municipalities that sufferedthe most from the Great East-Japan Earthquake and its Tsunami. OnMarch 11th 2011, the tsunami destroyed not only the town’s administrativeoffices including town office, fire station, and police station, but also the livesof those who were working in them. The lack of the administrative functionsprovoked by this continued for several months during which only the spontaneousand collective activities realized by the refugee people could fulfill thislack, with the assistance of the external agencies such as Japanese Army andNPOs organizations.Otsuchi-cho can be divided into three areas: sea-side area, town-centerarea, and mountain-side area. Each area could be distinguished by the differentmanagement style of its refugee centers: independent and self-managedcenter of the sea-side area, very disrupted center of the town-center area, andcenter organized by the local association of the mountain-side area.This article aims to explain the different management style of each refugeecenter in relation with the type of the community organization of eacharea. It aims also to describe which kind of relation is desirable between therefugee people and the external agencies that came to support them.
