研究の概要(英文):The objective of this article is to examine the validity of Malaysia My Second Home Programme (MM2H) policy based on the view of the Japanese participants . MM2 Hissupported by the Government of Malaysia to allow foreign citizens to enjoy long-term stays in Malaysia. The research method utilized for this study is both quantitative and qualitative. Data were collected through selfreport questionnaires (100 Japanese participants), focus group interview (5 participants) as well as personal interview (2 persons). The findings of the study revealed that Malaysia has succeeded in attracting a middle class grope who have liquid assets worth ten million yen. It is because the Government of Malaysia prescribes ‘financial requirement’. Although ‘eligibility’ is given to all citizens regardless of race, religion, gender or age, the reality is that it is very limited to a specific bracket. The participants are offered some‘ incentives’ such as‘ the non-taxation of the pension’ and ‘tax exemption for car purchase/ import’. These two privileges benefit most of the Japanese participants. However, the findings show that other incentives such as ‘house purchase’, ‘domestic helper’, ‘education’ and ‘working part time’ are not attractive for them. In fact, each incentives is utilized by less than 10 % of the respondents. Nevertheless, Malaysia has recently ranked as a top destination of a long-term stay among the Japanese citizens because of four main attractions, that is ‘low cost of living’, ‘suitable climate’, ‘public security’ and ‘language’. Hence, MM2H could succeed in future if the perspective from the participants taken into account.
