- A Study on Issues regarding Feed-in Tariffs in Japan and Regional Renewable Energy Policies toward an Independent Energy Structure

The purpose of this article is to indicate improvements in the issues regarding the Feed-in Tariff (FIT) system introduced in Japan. The FIT system introduced in Japan caused development-oriented renewable energy businesses to increase in rural areas. These renewable energy businesses give no advantage to rural residents, and increased renewable energy alone does not lead to power sources that can carry responsibility for stable electricity generation. Furthermore, a "grid access suspension for renewable energy generation" problem occurred in September 2014, and this is obstructing increases in renewable energy generation. This article thus points out policies for improvement of these issues. Improvement policies are the self-consumption of renewable electric power and, with reference to the cases of Denmark and Yakushima, a shift from centralized generating plants, for example thermal power generation, to decentralized generating plants, for example small-scale hydroelectric power generation, based on regional renewable energy generation. Finally, in order to strengthen the efforts toward regional renewable energy generation, we explain the necessity for renewable energy policy cooperation between prefectures and municipalities with reference to the case of Fukushima.
