In the document Ju-yan xin jian (居延新簡), published in 1994, there are thirteen strips of an official accounts record of grain, together with one strip that verifies the fact that these thirteen strips were sent. These two kinds of strips are supposed to be included in one collection of documents, however, we could not use this particular collection for our study of Han Wooden Strips because of doubt regarding the relation between the contents of the collection and the place from which this collection of documents was excavated. This was because we regarded the "an" (案) in the title of the collection of documents as the draft, and the "dang shi zhe an" (當食者案) as the supposed quantity of food (i.e. grain) to be rationed. In my research I examined Qin law to determine that the "dang shi zhe" (當食者) referred to the people who had the right to receive the rationed food, and that the "dang shi zhe an" (當食者案) referred to the record for the accounting of the food distributed to the people. This examination also provides a good indication of the fact that Qin law continued to permeate the Han bureaucratic system until the end of the dynasty.
