The new Saiki City was born when nine municipalities were merged in March 2005. Saiki is a rare example as all the nine former municipalities had their own local cable televisions. Nowadays this industry, especially in the rural area, is facing with quite a few difficulties, for example the "extraregional rebroadcasting" issue. Local cable televisions need to enrich their community channel programs to survive. Nine cable televisions before the annexation were independent, making their own programs according to their different management policies. Now they are asked to be merged into one too, but the master plan for the integrated new television is often unacceptable for those who have so far worked enthusiastically for their service. Cable televisions have different functions as well as meanings, such as the local telecommunication infrastructure, broadcasting conventional television channels to communities with reception difficulty and the programs for local needs. It is obviously needed to integrate these televisions to save the running cost, but it is not appropriate to deal this issue without understanding those roles of these media. Cable televisions in Saiki are an asset its residents should be proud of, so it is important not to make haste for the final answer on discussing how to integrate them.
