In public schools, the number of young teachers have increased drastically with the mass retirement of teachers. Mid-level teachers who support young teachers and are the core of the school will decrease, and it is expected to be a distorted age structure. It is important how to train young teachers who are increasing and how to improve the qualities of mid-level teachers. In 2016, a law to revise part of the "Law for Special Regulations Concerning Educational Public Service Personnel" was established. Due to the law's amendment, the name was changed to "Training to improve the qualities of mid-level teachers, " and implementation period has been more flexible. It was changed from the "training depending on the individual's ability and aptitude to improve the qualities of teachers, " to "training to improve the qualities required for the mid-level teachers to play a central role." In this research, I focused on the "mentoring" as a way of supporting young teachers, as well as "Training to improve the qualities of mid-level teachers" under the change of the environment surrounding such schools and the law's amendment. I conducted a questionnaire survey on training needs and young teacher support and mentoring in Shizuoka Prefecture. This research was reported to the board of education which carries out advanced training mainly focusing on improving the qualities of mid-level teachers and supporting young teachers. From these surveys, I have clarified effective training contents and problems to be overcome, and proposed how middle leaders should support young teachers in school.
