抄録

In Japan, as many public facilities have been intensively developed during the period of high economic growth, they are about to enter the stage of large-scale renewal in the future. Although repairing, maintaining, and rebuilding public facilities requires significant expenses, it is thought that financial resources will run short due to tax revenues from the declining population, and increase in the social security expenses due to the aging population. Meanwhile, local governments across the country are working on formulating a reorganization plan to promote comprehensive and systematic management of public facilities. Currently, some local governments are considering reorganizing into regional base facilities by complexing other public facilities based on public elementary school facilities. Complexing public elementary school facilities is an important policy when looking at the regional communities where the population and birthrate are declining, and the aging population are advancing. In addition, it is thought that this policy is expected not only from the viewpoint of effective utilization of facilities by mere complexation, but also a pathway to realize school education open to local communities. In this research, by grasping the public elementary school of the actual situation complexed with other public facilities, and considering the consciousness of complexation from the public elementary school teachers of X city which considers the reorganization of public facilities, it examines the complex case of public facilities centering on the elementary school, and aims to obtain guidelines for the individual facility plans.
