The university evaluation led by the Chinese government began in 1990 with several changes. By comparing the changes of the evaluation indexes of the university evaluation in these few changes, this paper makes a comparative analysis of the changes of the concept of the quality of universities in the eyes of the Chinese government and universities. And has come to a conclusion that the Chinese government conducted a total of three reforms of the university evaluation system in 1990, 2002 and 2011. In 2017, universities in China are now implementing the 2011 reform university evaluation, and this university evaluation in China is called "Five in One" Evaluation System of Modern Higher Education. In addition, after entering the 21st century, the evaluation index for university evaluation gradually became clear and detailed. At the same time, the evaluation of universities is paying more and more attention to the goal and process of personnel training. It also shows that the quality of trained personnel accounts for an increasingly important component in the quality of universities. Finally, judging from the evaluation index of mutual cooperation and exchange between universities and the society, it can be seen that the university is no longer in an independent environment, but more emphasized on cooperation with the society.
