抄録

In recent years, China has gradually paid attention to cultivate talents with higher knowledge and skills, and has begun to reform and explore the model for developing human resources. Among them, starting from 2015, the Modern Apprenticeship training method carried out by the joint vocational education institutions and enterprises has been implemented and is still at a trial stage. In addition to the vocational education institutions, enterprises and industry associations who are implementing vocational education, municipal governments can also apply for the trial. By studying the Modern Apprenticeships' application and report proposed by municipal governments, it is found that the municipal government plays the following role in the practice of vocational education, especially in Modern Apprenticeship. First, they are exploring practical methods for promoting policies and ways for solutions. Secondly, they organize all the vocational education institutions and enterprises in the pilot to participate in the training meeting to discover the unique problems, needs, and exchange and summarize experiences. Finally, through the organization of the municipal government, they try to stimulate the participation of vocational education institutions and enterprises. In general, the pilot program of Modern Apprenticeship carried out by the municipal government is based on the local talent needs, and continuously explores the practical methods and safeguards, problem solving measures, through the integration of local vocational education resources.
