Kowashi Inoue, chief drafter of the Meiji Constitution and the Imperial Rescript on Education, has generally been understood as an absolutist politician. On what idea in real did he draft these documents? What was his system or structure of thought then? These questionsa re importance to understand the historical process in forming interdependently the system of Meiji Constitution and its thought on Tennoism (Imperial Rescript on Education). Heretofore no material has been found on his structure of thought in original or on a united conception of forming the Meiji Constitution and the Imperial Rescript on Education. I have paid my attention for years his long draft 'Jukyo o son su' 儒教を存す in Inoue's documents as a former material. As recently it is clear that his letter owned by Mr. Yoshio Tanaka 田中吉雄 falls under it, I try to introduce it, to make clear the importance and fact that Inoue wanted to respect or maintain the Confucian ideas, and to weigh his against Eifu Motoda 元田永孚's idea. Then this article proves concretely his support of Confucian ideas in close relation with the Constitution and his draft of the Imperial Rescript, and his insufficient grasp on de loping trend of constitutional aspect in the Meiji Constitution or of civil society.
