In this paper, agency is classified from the viewpoint of the structure of activities by organizing research trends on agency in university education and research, and recommendations are given about which agency needs to be focused on in university education and research in the future. As a result, the necessity of the viewpoint of learning agency is presented which comprehensively grasps learning in regular activities and in extracurricular activities, as well as the three models of learning agency from the viewpoint of the structure of activities. These models include knowledge, skills, acceptance of the type of learning agency, participatory learning agency, and constructive learning agency. It is pointed out that there have been few studies focusing on constructive learning independence, and such research is necessary to clarify the emergence of agency after graduation, which is a problem in higher education research. It is shown that in order to empirically study constructive learning agency, research studies that target extracurricular activities are necessary.
