Abstract

The diffusion of technological artifacts means that social mass aggregation gets to share a way of looking at the world and a way of life unconsciously. We would like to give the name `Techno-Public' to people who have no alternative but to buy technological goods to access technology. Their view of the world and their way of life are mediated by technology in large part. They have to depend on experts' knowledge to maintain their artificial environment. Their attitude to technology is very passive. Hence it is possible to say that all their passivity would be the cause of market failure. In this essay, to keep our social security, we would like to discuss about the necessity of ethics not only for scientists and engineers whose responsibility is concerned with technological products, but also for consumers (`Techno-Public') whose responsibility is concerned with choices of technological goods.
